		<description>Perhaps you are referring to the STII-DOST Library that refused Google digitization of its centennial collection of the PJS or Philippine Journal of Science (1906-2006). Please allow me to express our reasons (but these are not official)--

1. PJS have already been digitized under the Philippine eLib Project by Kodak Philippines and is now available in fulltext online from the ScINet Philippines Online Public Access Catalog (SILMS-OPAC), although still on a selective basis, just email STII first. Please visit http://scinet.dost.gov.ph/silms

If you visit my blog at http://public-domain-works.blogspot.com, please click on the list of the online fulltext PJS collection at the left bar to see the 4,000 plus titles of PJS.

2. Google is basically a commercial entity whose overriding goal is profit. STII-DOST, I guess, will not want to be a part of a system where commercial interest winning over authentic research scholarship is a possiblity, if ever there comes a time that there would be such conflict. 

The editor of PJS is Dr. William G. Padolina of IRRI, and the chair of the Philippine eLib Project is DOST Undersecretary Fortunato T. de la Pena who are in the best positions to elucidate on this matter.</description>
